Terms of Service
OCGS has established and operates the Zanzibar Statistical Information Service (ZANSIS) to ensure that everyone can conveniently access statistics of Zanzibar. Using ZANSIS means that you agree to the following guidelines, and if you do not agree to these guidelines, you should not use this site.
Article 1 [Purpose]
These Terms of Use (hereinafter referred to as the "Terms") are intended to stipulate matters related to the use of OCGS ZANSIS and other necessary provisions.
Article 2 [Definitions of Terms]
① The definitions of terms used in these Terms are as follows:
a. The Zanzibar Statistical Information Service (ZANSIS) refers to services provided and operated by OCGS, such as statistical information search, download, and Open API services.
b. Download refers to the function provided by OCGS that allows data files to be stored.
c. API, short for Application Programming Interface, refers to a set of registered values provided by OCGS that enables anyone to freely use the Zanzibar Statistical Information Service (ZANSIS) on their own websites.
d. Open API Service refers to services such as making available or providing the APIs (Application Programming Interfaces) operated by OCGS to external users.
e. Authentication Key refers to a unique value individually assigned to members of the Zanzibar Statistical Information Service (ZANSIS) to identify them as authorized users of the API service.
f. Member refers to a user who has registered with ZANSIS in order to use services requiring user authentication, such as the Open API service of the Zanzibar Statistical Information Service (ZANSIS).
Article 3 [Scope of Application]
① These Terms apply to those who have registered as members of ZANSIS and agreed to these Terms (hereinafter referred to as "Members"). Once registered as a member, you can freely use ZANSIS without restrictions.
② These Terms take precedence over all acts of providing ZANSIS to members or non-members and all usage activities by members or non-members.
③ Matters related to member management, such as the issuance of Authentication Keys, that are not specified in these Terms shall follow the OCGS Member Management Policy.
Article 4 [Effectiveness and Changes of the Terms of Use]
① These Terms of Use become effective when a member or non-member agrees to use the service.
② OCGS may change these Terms for reasonable reasons. In such cases, OCGS will notify members or non-members of the effective date and reasons for the changes within a specified period.
③ Changes to the Terms pursuant to paragraph 2 become effective upon membership registration. However, if OCGS notifies members or non-members of the changes and clearly informs them that silence within a certain period will be considered as agreement, failure to explicitly express objection will be deemed as acceptance of the revised Terms.
④ Members or non-members are responsible for any damages resulting from failure to check the fact or details of the changes to the Terms.
Article 5 [Use of the Zanzibar Statistical Information Service (ZANSIS)]
① All services of the Zanzibar Statistical Information Service (ZANSIS) are provided only to members or non-members who agree to these Terms. However, MY Page and Open API services are provided exclusively to members. If a member wishes to use the Open API service, an Authentication Key must be issued separately through the Open API service page in addition to membership registration.
② For using ZANSIS services other than MY Page and Open API, no separate membership is required, and anyone who agrees to these Terms can use them without restrictions.
Article 6 [Restrictions on Open API Services]
① OCGS may restrict the scope of certain Open API services or specify separate available times or usage limits. If the target for Open API service provision changes and it is no longer usable, or if service use causes disruption to OCGS operations or performance issues due to infrastructure, service use may be limited.
② Notwithstanding Paragraph 1, OCGS may take immediate measures such as suspending the use of an authentication Key if a member:
ⅰ) violates these Terms or service usage standards,
ⅱ) falsifies or modifies the provided information, infringing copyright,
ⅲ) attempts illegal hacking of Open API services,
ⅳ) attempts misuse in an abnormal manner,
ⅴ) attempts to exceed network usage limits.
③ If a member causes excessive traffic while using Open API services, OCGS may require registration of Open API usage cases. Failure to register such cases may result in restriction of the relevant authentication Key.
Article 7 [Use and Management of Authentication Key]
① Members may not provide, disclose, or share the authentication Key issued to them, and it can only be used by the individual to whom it was issued.
② OCGS may specify a usage period when issuing an authentication Key and must notify in advance if there is any change to the usage period.
Article 8 [Precautions When Using Zanzibar Statistical Information Service (ZANSIS)]
① OCGS may change or suspend ZANSIS for policy reasons.
② OCGS may divide the data range or specify separate available times or usage limits, and must notify in advance.
③ Members or non-members must not expose search results containing sensational, violent, hateful, antisocial, immoral, or illegal content, and must maintain the public nature of search results.
④ OCGS publicly discloses and complies with the privacy policy.
Article 9 [Obligations of Members or Non-Members]
① Members or non-members must comply with these Terms, other OCGS regulations, announcements, and relevant laws, and must not disrupt OCGS operations or damage OCGS’s reputation.
② All responsibility for actions while using ZANSIS lies with the user, and members must not act in a way that could be misunderstood as representing OCGS.
③ Members or non-members must regularly check announcements when using ZANSIS.
④ ZANSIS usage does not require separate registration, and personal information of users is not stored.
Article 10 [Conditions for Using API and Data Files]
OCGS allows free use of data provided through ZANSIS under the condition that authorship and source are indicated.
Article 11 [Copyright of Zanzibar Statistical Information Service (ZANSIS)]
① Members or non-members must not infringe OCGS intellectual property rights when using ZANSIS.
② Copyrights of APIs, data files, and search results provided by OCGS belong to OCGS; users do not acquire copyright through usage permission. However, copyrights of programs created by users belong to them.
③ When displaying search results, users must indicate the results are from ‘OCGS ZANSIS’ and must not alter or distort the data; sources must be cited accurately.

④ Although the information is obtained from reliable sources, OCGS does not guarantee its accuracy or completeness; all risks, including errors, omissions, unavailability, delays, viruses, bugs, or computer errors, are borne by the user.
Article 12 [Limitation of Liability]
① OCGS is not responsible for any consequences arising from the use of the Zanzibar Statistical Information Service (ZANSIS) that does not comply with the Terms, service-specific guidelines, other usage standards set by OCGS, or relevant laws.
② OCGS is not responsible for any damages incurred by members or non-members due to the unavailability of the Zanzibar Statistical Information Service (ZANSIS).
③ OCGS is not liable for any loss of expected profits or failure to achieve anticipated gains by members or non-members using ZANSIS.
④ OCGS does not intervene in disputes between members, non-members, or third parties arising through ZANSIS, and is not responsible for compensating any resulting damages.
Article 13 [Revocation of User Rights and Compensation]
① OCGS may suspend service use or revoke user rights if a member or non-member violates these Terms of Use.
② If any damage occurs to OCGS due to the fault of a member or non-member while using the Zanzibar Statistical Information Service (ZANSIS), OCGS may claim compensation separately from the termination of the contract under these Terms.
Article 14 [Litigation]
① If a dispute arises between OCGS and a member or non-member regarding the use of the Zanzibar Statistical Information Service (ZANSIS), each party may file a lawsuit in a court that has jurisdiction over their address.
These Terms are effective from November 19, 2025.

③ OCGS is not liable for any loss of expected profits or failure to achieve anticipated gains by members or non-members using ZANSIS.
④ OCGS does not intervene in disputes between members, non-members, or third parties arising through ZANSIS, and is not responsible for compensating any resulting damages.
Article 13 [Revocation of User Rights and Compensation]
① OCGS may suspend service use or revoke user rights if a member or non-member violates these Terms of Use.
② If any damage occurs to OCGS due to the fault of a member or non-member while using the Zanzibar Statistical Information Service (ZANSIS), OCGS may claim compensation separately from the termination of the contract under these Terms.
Article 14 [Litigation]
① If a dispute arises between OCGS and a member or non-member regarding the use of the Zanzibar Statistical Information Service (ZANSIS), each party may file a lawsuit in a court that has jurisdiction over their address.
These Terms are effective from November 19, 2025.
